Sustainability issues and long term national, EU and non EU Atlantic partner plans

AtlantOS relies on observing system networks that are primarily supported at national level as a contribution to IAOOS. There are major gaps today in terms of space/time sampling, parameters to be monitored and financial sustainability. AtlantOS will develop a framework to improve the performance of existing networks, develop or test new components and seek to optimise the whole integrated observing system (i.e. in-situ, satellite and models). A key issue will be to ensure that at the end of AtlantOS, networks and their improved new features can be sustained. Based on an initial design of IAOOS and a costing exercise developed in WP1, national plans for funding of long-term observing systems will be prepared in close interactions with national funding entities. These plans will be shared, commitments will be documented and proposals to improve IAOOS sustainability will be formulated [D9.5; IOC, EuroGOOS, GEOMAR, Ifremer]. At a European level the work will benefit from the overall umbrella of a sustained European Ocean Observing System (EOOS) that brings together national, regional and European infrastructures (ESFRI, ERIC, EUROGOOS/ROOS, EMODnet, Copernicus) following a system’s approach for all European and shared seas [EuroGOOS, Ifremer, GEOMAR, NERC-NOC, MI]. In particular proposals to include EOOS as a major action of JPI Oceans will be formulated. The work will be based on national consultations with all EU and key non-EU partners. The findings will be presented at a dedicated “commitment meetings”, a gathering of key funding agencies around the Atlantic [IOC, EuroGOOS, GEOMAR, Ifremer]. This includes the US and Canada (contributing to implementation of the Galway Declaration) and those surrounding the South Atlantic.


D9.5 Report on sustainability issues: A report on sustainability issues and long-term implementation plan for IAOOS. National and European plans for long-term implementation (organization, funding, role of the different nations, EU, role and international partners) of the Atlantic observing system will be prepared.
